Position: Industrial Park Property Manager

Core Responsibilities
  • Facilities Operation & Maintenance

  • Oversee daily inspection, preventive maintenance, and emergency response for critical infrastructure (power, water supply, HVAC, fire protection, drainage systems).

  • Manage third-party vendors (cleaning, landscaping, security, catering) through SLA monitoring and KPI evaluation to ensure service compliance.
  • Safety Management & Regulatory Compliance

  • Implement park-wide safety protocols: Conduct routine safety audits, fire drills, and disaster recovery planning (e.g., power outages/natural disasters).

  • Ensure 100% compliance with Indonesian environmental (UUPPLH), construction (SNI standards), and labor regulations (UU Ketenagakerjaan).
  • Lead security operations to prevent theft/vandalism via patrol systems and surveillance technology.
  • Budget Control & Procurement

  • Develop annual property budgets; Track and optimize expenditures on utilities, maintenance, and consumables.

  • Manage end-to-end procurement: Vendor sourcing, competitive bidding, contract negotiation (focus on equipment/service providers).
  • Cross-functional Collaboration (Chinese-Language Core Function)

  • Daily Chinese communication with China HQ: Report operational status, incident updates, and enterprise onboarding issues via meetings/documents.

  • Coordinate with production, HR, and admin teams for rapid response to property needs (e.g., equipment repairs, dormitory management).
  • Pre-production Support for Park Enterprises

  • Assist tenant companies in obtaining government permits: Environmental impact analysis (AMDAL), fire safety certification (SLF), industrial business license (IUI).


Qualifications

Mandatory Requirements

  • Experience:

  • 3+ years in property/facility management (manufacturing plants, industrial parks, or large-scale offices preferred).

  • Proven track record in managing outsourced services and handling emergencies (e.g., blackouts, natural disasters).
  • Language:

  • Fluent Business Chinese (written/spoken for reporting, contract negotiation, and cross-border meetings).

  • Competencies:

  • 24/7 emergency response readiness (valid Indonesian driver's license required for site patrols).

  • Cross-cultural adaptability to Chinese management practices (provide examples of conflict resolution).
  • Working knowledge of Indonesian EHS/labor laws.
