Background
Edufarmers International Foundation is implementing an AI-powered agronomy solution to improve
the productivity and resilience of smallholder farmers. With funding support from ,
Edufarmers is expanding this solution to Thailand and Vietnam, building on successful implementation
in Indonesia. In Thailand, the project will focus on paddy rice and maize, targeting smallholder farmers.
The solution will be delivered through a local NGO partner and collaborate with relevant government
institutions.
As part of the project's initial setup phase in Thailand, Edufarmers is seeking a highly qualified national
consultant to conduct a scoping study and support early stakeholder engagement. The consultant will
help map key actors in the paddy rice and coffee sectors, identify potential implementing partners,
facilitate early outreach to government, universities, and research institutes, and provide insights to
inform site selection and communication strategies. This assignment will generate critical inputs to
guide the geographic and institutional focus of the project in Thailand.
Scope of Work and Responsibilities
The consultant will work under the direction of Edufarmers' Project Lead and in coordination with the
selected local NGO. Key responsibilities include:
Scoping sector landscape and stakeholders mapping
• Support a scoping analysis of paddy rice and maize sectors in Thailand, including the digital
agriculture initiatives in the sectors.
• Identify relevant government stakeholders at national and provincial levels (e.g., Ministry of
Agriculture and Cooperatives, Department of Rice, Department of Agriculture, Royal Irrigation
Department, provincial offices) for extension service provision.
• Support a stakeholder mapping in extension service to paddy rice and maize farmers and
identify potential collaboration with stakeholders (universities, research institutions, and
extension network)
Initial stakeholder engagement
• Facilitate introductory meetings with local NGOs/social enterprises/private sector actors to
present Edufarmers, AI Agronomist Solution, and potential partnerships
• Support early engagement with government, universities, and research institutions to identify
collaboration opportunities
• Document all stakeholder meetings in a structured format to guide follow up for the project
Scoping paddy rice and maize farming
• Identify key provinces/regions for paddy rice and maize farming in Thailand that are major
production areas for paddy rice and maize
• Provide inputs to help determine target provinces/regions for project implementation
• Support analysis of current agricultural practices in these key regions and the challenges that
smallholder farmers face in accessing information on good agricultural practices
Assessing communication and outreach strategies
• Advise on channels and approaches for promoting the project and publicizing the Call for
Proposal for implementation partners.
• Assist with the preparation of engagement materials (briefing decks) for external stakeholders.
• Support the refinement and localization of messaging for call for proposal, including Thai
translations.
Duration and Level of Effort
The consultant will work for a total of maximum of 30 working days from 29 September 2025 to 10
November 2025. Workdays will be distributed flexibly based on the scheduling of meetings and
milestones.
Qualifications and Experience
• Advanced degree in public policy, agriculture, rural development, or a related field.
• Minimum of 8 years of experience in stakeholder engagement in agriculture in Thailand,
particularly in paddy rice and maize sectors.
• Familiarity with Thailand's institutional landscape for agriculture at national and sub-national levels
• Proven experience in conducting sectoral research and stakeholder mapping in agriculture.
• Experience supporting NGOs or donor-funded programs in navigating government engagement
processes.
• Excellent written and spoken proficiency in Thai and English.
• Strong interpersonal, negotiation, and political navigation skills.
• High professional integrity, self-motivation, and ability to work independently.
• Prefer individuals who are already based in Thailand.
Reporting and Coordination
The consultant will report to the Project Lead for AI Agronomy Expansion at Edufarmers International
Foundation. Day-to-day coordination will also involve collaboration with Edufarmers' local NGO
partner in Thailand.
Remuneration
The consultant will be paid a fixed daily rate, commensurate with experience and qualifications, for
up to 30 days. Consultants will also be entitled for accommodation, travel, and per diem allowances
for any work-related travel outside their duty station. Payments will be made based on deliverables
and time logs, subject to approval by Edufarmers.
