1. Role Overview

F.I.M Asia Indonesia seeks a bilingual (English & Bahasa Indonesia) HR Manager to establish, operate, and scale the HR foundation of our Indonesian entity. This role will support end-to-end HR operations during the company's early stage, and therefore requires someone who is comfortable working as an
individual contributor

while also building systems, processes, and compliance frameworks from scratch.

The HR Manager will play a critical role in recruitment, onboarding, local labor compliance, payroll coordination, performance processes, and employee experience.

2. Key Responsibilities
A. HR Operations & Compliance

  • Ensure full compliance with Indonesian labor laws, BPJS, tax (PPh21), overtime regulations, leave regulations, and employment contract standards.
  • Prepare and manage employment agreements, contractor agreements, and HR-related documentation.
  • Develop and maintain HR policies, employee handbook, and SOPs aligned with Indonesian regulations and HQ standards.
  • Coordinate with external payroll vendors, legal advisors, and government offices as needed.

B. Recruitment & Talent Acquisition

  • Manage full-cycle hiring for Indonesia: job posting, sourcing, screening, interviewing, and reference checks.
  • Build recruitment pipelines for key teams: operations, sourcing managers, accounting staff, logistics roles, CS, and field teams.
  • Manage relationships with local recruitment agencies, job portals, and university career centers.

C. Onboarding & Employee Support

  • Develop onboarding programs for new hires, including IT setup, compliance training, HR orientation, and company culture.
  • Coordinate with the Country Director on equipment purchasing, office setup, WFH/remote guidelines, and internal workflows.
  • Support expatriate executives with KITAS/VITAS coordination, travel preparation, and administrative procedures (optional but preferred).

D. Performance & Culture

  • Set up performance management cycles, KPI alignment, and quarterly review processes.
  • Support employee engagement initiatives, welfare programs, and grievance-handling mechanisms.
  • Encourage a positive, collaborative, and high-performance culture suitable for a fast-moving startup.

E. Early-Stage Corporate Administration

  • Support incorporation procedures, document filing, and liaise with accounting & tax service partners if required.
  • Assist with office leasing, vendor contracts, and administrative workflows during the early stage.
  • Maintain HR data, attendance, leaves, and reporting to HQ.

3. Requirements
Mandatory

  • Bachelor's degree in HR, Psychology, Business Administration, Management, or related fields.
  • 3–5 years of HR experience

, ideally in startups, e-commerce, logistics, FMCG, or tech companies.
- Strong understanding of Indonesian labor laws, payroll processes, recruitment pipelines, and HR compliance.
- Fluent in both English and Bahasa Indonesia (written and spoken).
- Ability to work independently as
a single-person HR function during initial stages


- Excellent communication, organization, and stakeholder-management skills.

Preferred

  • Experience supporting cross-border teams (Korea/Singapore/Indonesia companies preferred).
  • Familiarity with HRIS systems, payroll software, and applicant tracking systems.
  • Experience with company establishment, office setup, and HR policy design.
  • Ability to handle confidential information with professionalism.
