Key Responsibilities:
Procurement Process Management:
- Ensure all Purchase Requisitions (PR) received by the Procurement Department are properly recorded and processed according to the company's Standard Operating Procedures (SOP).
- Conduct thorough analysis, verification, and confirmation of the Matrix of Comparison before submitting for management approval.
Reporting and Coordination:
Regularly update and report the status of outstanding PRs to relevant departments to maintain cross-functional alignment.
- Monitor procurement timelines and flag delays or critical issues for immediate resolution.
Budget and Vendor Payment Control:
Plan and manage the weekly budget for vendor payments, ensuring timely and accurate disbursements.
- Review and validate vendor invoices in coordination with the finance team.
Vendor and Relationship Management:
Build and maintain good relationships with a broad network of qualified suppliers and vendors, especially in the marine and offshore sectors.
- Conduct effective vendor negotiations to secure the best pricing and terms.
Logistics & Import/Export Oversight:
Lead and participate in logistics coordination for import and export activities, ensuring compliance with all regulatory requirements.
- Handle documentation, customs clearance, and liaise with forwarding agents when necessary.
Insurance and Claims Handling:
Understand and manage the process flow of insurance claims for spare parts and machinery in case of damage or loss.
Issue Resolution:
Resolve urgent procurement cases or exceptional issues with high urgency and strategic problem-solving.
- Work closely with internal departments (Technical, HSE, Operations, etc.) to ensure seamless support of operational needs.
Leadership and Decision-Making:
Supervise procurement team members if any, ensuring high performance and continuous improvement.
- Execute sound judgment in decision-making and vendor selection aligned with company policies and budget constraints.
## Requirements:
- Bachelor's Degree (S1) from any major.
- Minimum 3–5 years of experience as a Procurement Manager, specifically in marine/shipping/vessel/offshore industry (MANDATORY).
- Proven expertise in import/export (EXIM) processes, documentation, and compliance.
- Proficient in English (will be tested during the interview); fluency in Mandarin is highly preferred.
