Job Description
CDM Smith is building a roster of experts for engagement in an anticipated upcoming opportunity funded by the Australian Government Department of Foreign Affairs and Trade (DFAT). This opportunity will support Indonesia's economic development and investment in high-quality, climate resilient infrastructure and support Indonesia's transition to net-zero emissions.

Responsibilities (categorized By Specialty)
Project Management & Coordination

  • Facilitate communication between donors, implementing partners, and government stakeholders.
  • Monitor project timelines, deliverables, and milestones across technical and administrative teams.
  • Support adaptive management and troubleshooting of implementation challenges.

Monitoring, Evaluation, and Learning (MEL) Specialist

  • Design and implement MEL frameworks, coordinate baseline/midline/endline studies, and ensure accurate, timely data collection across project sites, aligned with donor requirements.
  • Deliver high-quality MEL reports and datasets, maintain secure databases, and ensure data quality, integrity, and alignment with the Theory of Change and MEL Plan
  • Coordinate learning activities, knowledge sharing, and capture lessons and best practices from stakeholders across project components.

Project Finance and Compliance Specialist

  • Ensure financial reporting aligns with donor regulations and internal controls.
  • Support budget tracking, forecasting, and cost control across departments.
  • Assist with audits and donor reviews, ensuring documentation is complete and accurate.

Project Procurement & Contract Management Specialist

  • Support procurement planning and ensure compliance with donor procurement rules.
  • Track contract performance and manage vendor relationships.
  • Maintain procurement documentation and support transparency efforts.

Public Procurement Specialist

  • Design a transparent and competitive public procurement processes to ensure implementation of infrastructure projects, in line with DFAT and GOI requirements.
  • Strengthen partner and contractor compliance systems to reduce fraud, corruption, and procurement irregularities.
  • Provide technical advice and capacity building to ensure efficient, accountable procurement across all program activities.

GEDSI Specialist (Gender Equality, Disability, and Social Inclusion) Specialist

  • Integrate gender equity and social inclusion strategies into project activities.
  • Monitor participation and benefits across different demographic groups.
  • Provide training and capacity building on inclusive practices.

Indigenous People Specialist

  • Ensure Indigenous peoples' rights, knowledge, and priorities are fully respected, during the design and implementation of the project.
  • Facilitate inclusive engagement with Indigenous communities to co-design activities and safeguard livelihoods and cultural heritage.
  • Coordinate with GEDSI specialist to provide guidance on embedding GEDSI and safeguard standards to address risks of displacement and exclusion.

Environmental and Social Safeguards Specialist

  • Monitor compliance with environmental and social standards (e.g., IFC, World Bank).
  • Conduct stakeholder consultations and grievance redress mechanisms.
  • Support risk assessments and mitigation planning.

Communications & Stakeholder Engagement Specialist

  • Develop communication materials for donors, communities, and government partners.
  • Organize public consultations, workshops, and media outreach.
  • Maintain project visibility and transparency through regular updates.

Policy/Regulatory Specialist

  • Support GOI and stakeholders to streamline policy and regulatory frameworks for climate-resilient, innovative financing and sustainable infrastructure.
  • Conduct political economy and regulatory analysis to inform reforms that enable sustainable and green investment.
  • Facilitate policy dialogue among government, private sector, and development partners to promote coherence and innovations in achieving climate-resilient, innovative financing and sustainable infrastructure.

Training and Capacity Building Specialist

  • Design and deliver targeted training programs to strengthen institutional and community capacity in climate-resilient development.
  • Develop tailored capacity-building materials and toolkits for GOI agencies and private sector partners.
  • Coordinate with MEL specialist to monitor and evaluate capacity-building outcomes, ensuring learning feeds into continuous project improvement.

Information Management Specialist

  • Establish and maintain robust digital platforms and databases for knowledge management, monitoring, and reporting.
  • Ensure timely, accurate, and accessible data sharing across delivery partners to support evidence-based decision-making.
  • Integrate digital tools (including AI and automation) to improve efficiency and transparency in program delivery.
  • Both international experts and Indonesian nationals are encouraged to apply

Minimum Qualifications

  • At least 7 years of experience expertise in area of specialization
  • Bachelor's degree in field related to area of specialization
  • Experience on donor-funded projects
  • Demonstrated experience working in close collaboration with local/regional government and other stakeholders
  • Fluency in spoken and written English

Preferred Qualifications

  • Master's degree in a relevant field is highly desirable
  • Previous involvement in projects funded by the Department of Foreign Affairs and Trade (DFAT) is preferred
  • Proficiency in spoken and written Bahasa Indonesia

Background Check and Drug Testing Information
CDM Smith Inc. and its divisions and subsidiaries (hereafter collectively referred to as "CDM Smith") reserves the right to require background checks including criminal, employment, education, licensure, etc. as well as credit and motor vehicle when applicable for certain positions. In addition, CDM Smith may conduct drug testing for designated positions. Background checks are conducted after an offer of employment has been made in the United States. In addition, during employment individuals may be required by CDM Smith or a CDM Smith client to successfully complete additional background checks, including motor vehicle record as well as drug testing.
