Background
INOVASI 3 is a partnership program between the Indonesian Government and the Australian Government aimed at improving the quality of student learning outcomes in basic skills (literacy, numeracy, and character) through the implementation of inclusive policies and practices in basic education. INOVASI 3 is a continuation of the INOVASI 2 program, which will be carried out in 6 provinces (West Java, East Java, North Kalimantan, Maluku, West Nusa Tenggara, and East Nusa Tenggara) from 2024 to 2027. The strategy in INOVASI 3 focuses on strengthening the education ecosystem by providing inclusive education services, guided by principles such as PDIA (Problem-Driven Iterative Adaptation), TWP (Thinking Working Politically), collaboration, locally led, diversity, inclusion, and evidence-based approaches.
The primary objective of the INOVASI East Java program is to improve the quality and learning outcomes of students by enhancing teaching practices and implementing education policies that strengthen the educational ecosystem in partner districts and cities.
According To The Governor Of East Java's Letter No. 400.3/1110/101.1/2025 Dated 18 February 2025 Regarding The Implementation Of INOVASI Phase 3, The Program Is Being Carried Out In Seven Partner Regions

Programs Previously Implemented Under INOVASI In East Java Include

- Character development (safe, joyful, and inclusive schools)

- Educational leadership development
Currently, INOVASI East Java Is Preparing Two Key Initiatives
- Deep Learning Program (PM) for primary schools
- Kurikulum Berbabis Cinta (KBC) for Islamic schools (Madrasah Ibtidaiyah)
These programs will be implemented in Tuban and Lumajang Districts as key partners.
The Deep Learning Program is a priority initiative that requires qualified personnel capable of training and applying this approach with school supervisors, principals, and teachers. At present, INOVASI East Java lacks internal human resources with the necessary expertise to support this program, which will be piloted in 19 primary schools across three clusters in two partner districts
INOVASI East Java need for 1 (one) Short-Term Personnel (STP) consultant who will focus on:
- Supporting the implementation of the Deep Learning Program
- Improving the quality of teaching and learning
- Enhancing classroom management
- Providing mentoring and technical assistance to supervisors, principals, and teachers
The Program is managed by Palladium on behalf of DFAT
Purpose of the position:
Under the supervision of Provincial Manager, the STP-Education Quality Improvement will support the provincial team in carrying out training and mentoring the implementation deep learning and others related activities.

Duties: Under the direction of Provincial Manager, the STP-Education Quality Improvement will:
Provide support to the INOVASI Program activities implementation in East Java:
- Designing and delivering training on the deep learning approach.
- Providing ongoing mentoring and technical support to education stakeholders.
- Developing relevant learning materials and strategies.
- Conducting monitoring and evaluation of program implementation in pilot schools.
- Preparing periodic activity reports and recommendations.
- Work closely with the Ecosystem Coordinator, Education Coordinator and MERLOfficer to ensure that activity arrangements are prepared in timely and compliant with applicable Palladium and DFAT regulations and policies;
- Participate actively in INOVASI meetings, take notes and minutes at key program meetings when requested;
- Coordination with Finance and Operations Officer to support INOVASI team with travel, accommodation bookings, transport, catering.
- Other duties as may reasonably be required by the Provincial Manager and other staff Jatim with the incumbent's qualifications and experience.
Qualifications and Experience: STP-Education Quality Improvement will possess the following qualifications and experience:
- At least 5 years of experience in teaching development and teacher training
- Strong understanding of deep learning approaches and classroom management
- Excellent communication and facilitation skills
- Willingness to collaborate with the INOVASI team and local government partners
- Able to use technology effectively to support the operations of a large program or organisation;
- Contacts with provincial government bodies is advantageous;
- High level proficiency in Word, Excel, PowerPoint and web browsers;
- Fluent Bahasa Indonesia, some proficiency in English preferred;
- Sound problem solving and decision making skills;
- Ability to work independently and as a part of a team.
