Job Opening: HR-GA Manager

Location: Surabaya

We are looking for an experienced HR-GA Manager to join our team. This is a senior leadership role in Human Resources and General Affairs, responsible for aligning HR strategies with business goals, enhancing operational efficiency, and ensuring compliance with labor laws and maintaining harmonious industrial relations—especially within a manufacturing environment.

Key Responsibilities
  • Strategic HR Leadership

· Serve as a strategic business partner to local management.

· Implement company policies and initiatives at the local level.

· Ensure alignment between local HR strategies and corporate objectives.

  • HR Operations & Talent Management

· Oversee the full employee lifecycle: recruitment, training, development, and performance evaluation.

· Manage compensation & benefits administration (including BPJS and other facilities).

· Ensure accuracy and compliance in payroll and employee records.

  • Industrial Relations & Compliance

· Build and maintain positive industrial relations.

· Lead bipartite forums, handle employee grievances, and resolve labor disputes.

· Enforce workplace discipline and ensure compliance with labor regulations.

  • Organizational Development & Company Culture

· Promote a positive, high-performance work culture.

· Review and improve SOPs, and lead employee engagement programs.

· Manage organizational change processes effectively.

  • General Affairs (GA) Oversight

· Ensure all company licenses, operational permits, and regulatory certifications are valid and renewed on time.

· Maintain accurate documentation and secure archiving of contracts, legal letters, tax records, and company certifications.

· Assist in drafting and reviewing basic legal agreements (vendors, leases, services).

· Coordinate with external legal advisors or internal legal departments regarding regulatory updates, business permits, and compliance matters.

· Ensure compliance with local government regulations (e.g., OSS, NIB, IMB, SLF, environmental and fire safety compliance).

· Act as a liaison with government agencies for legal submissions or inspections.

· Ensure GA processes run efficiently and support overall company operations.

Details

Education

Bachelor's degree in HR, Law, Psychology, or a related field

Experience

Minimum 7 years in HR, including 2 years in a managerial position. Experience in the manufacturing industry is mandatory.

Languages

Fluent in English and Bahasa Indonesia

Knowledge

Indonesian labor law, industrial relations, HR audit, corporate communications, licensing, legal documentation & compliance

Technical Skills

Proficient in Microsoft Office and HRIS systems

Placement

Surabaya — willing to travel for business trips if required
