Role Description
This is a full-time on-site role for an External & Government Relations Manager, located in Jakarta, Indonesia. The responsibilities include managing relationships with government entities, analyzing legislative developments, and ensuring compliance with government regulations. The manager will also be tasked with developing strategies to influence public policy, drafting policy communications, and representing the company in government-related discussions and events.
Key Responsibilities
- Government Relations and Advocacy
: Develop and implement strategies to engage with local, state/provincial, national, and federal government officials, agencies, and regulatory bodies. Monitor legislative and regulatory developments affecting mining operations (e.g., environmental laws, mining permits, indigenous rights, and resource taxation). Advocate for the company's interests through lobbying, policy briefs, position papers, and participation in hearings or consultations. - External Stakeholder Engagement
: Build and maintain relationships with external partners, including community leaders, NGOs, industry associations, suppliers, and local governments. Manage third-party relationships to support business needs, such as community development programs, social license to operate, and conflict resolution in mining-impacted areas. - Policy and Compliance Monitoring
: Track and analyze emerging issues like environmental regulations, geopolitical risks, and sustainability standards (e.g., ESG criteria in mining). Provide strategic guidance on compliance with international laws, assess impacts on operations, and recommend actions to senior management. Coordinate with legal and compliance teams to ensure adherence to mining-specific policies. - Internal Collaboration and Reporting
: Work cross-functionally with departments like operations, legal, environmental, public relations, and business development to align external strategies with internal goals. Prepare reports, presentations, and briefings for leadership on policy matters, risks, and opportunities. Lead or support coalitions and advocacy campaigns related to mining industry priorities. - Crisis and Risk Management
: Handle high-profile issues such as community protests, regulatory audits, or environmental incidents. Represent the company in public forums, media interactions, and negotiations to protect reputation and operations. - Event and Coalition Building
: Organize and participate in meetings, conferences, and events with stakeholders. Develop industry coalitions to influence mining policies and promote sustainable practices.
Required Qualifications and Skills
- Education
: Bachelor's degree in Political Science, Public Policy, Law, International Relations, Environmental Science, or a related field. A Master's degree or advanced certification in government affairs, mining policy, or sustainability is preferred. - Experience
: 5-8 years in government relations, public affairs, or lobbying, with at least 3 years in the mining, energy, or natural resources sector. Proven track record in regulatory environments, permitting processes, or stakeholder engagement in mining contexts (e.g., dealing with indigenous communities or environmental regulators). - Skills
: - Strong knowledge of mining regulations, geopolitical dynamics, and international standards (e.g., ICMM guidelines).
- Excellent communication, negotiation, and interpersonal skills for building networks with diverse stakeholders.
- Analytical abilities for policy research, data analysis, and risk assessment.
- Proficiency in Microsoft Office Suite, research tools, and CRM software for tracking relationships.
- Ability to manage multiple priorities in a fast-paced, high-stakes environment; problem-solving and ethical decision-making are essential.

: Willingness to travel frequently (up to 50%), valid driver's license, and cultural sensitivity for global mining operations. Background in energy/mining organizations is highly desirable.
