HEAD OF DEPARTMENT - CUSTOMS CLEARANCE & VALUE ADDED SERVICE Objectives
- Manage and develop value-added services (VAS), customs brokerage, and multi-modal logistics
- Ensuring to establish the QMS, EMS, OHSMS, and BCMS in the respective department/station, including providing the required resources, communicating, and continually improving them by engaging, directing, and supporting staff to it.
- Lead and manage VAS (Value Added Services, Customs Brokerage, Multi Modal) in the country.
- Define VAS product portfolio and determine pricing level and lead product and air network maintenance.
- Direct improvement of products and development of new products.
- Analyze cost structure of products on country level and determine strategies and approaches to better meet targets or address weaknesses.
- Manage the annual planning process ensuring VAS develops a realistic plan that supports the agreed strategies, maintain or improve market share and service levels, while meeting contribution levels to the network.
- Set VAS specific policies, standards and instructions.
- Supervise/control VAS consolidated budget.
- Define and communicate targets to operational units on regional/country level.
- Provide leadership to country VAS organizations and support related programs and activities.
- Communicate and monitor the deployment of global and regional policies and procedures, while allowing localization to meet local environment needs & requirements.
- Actively promote the exchange and adoption of Best Practices within the VAS organizations in country to leverage collective learning and to improve consistency and productivity.
- Manage local DGF authorizations, licenses and proper relationship with customs authorities.
- Ensure compliance with applicable law and internal guidelines (incl. e.g. recordkeeping requirements).
- Define and manage adequate working procedures for CDZ staff.
- Report claims and compliance incidents.
- Set-up organizational structure to ensure sufficient supervision and monitoring of all customs activities on country level.
- Ensure adequate training for all CDZ personnel about all customs-related legal requirements for maintaining any customs-related authorizations.
- Promote the culture of continual improvement and the process approach and risk-based thinking.
- Encourage and engage consultation and participation of staff regarding health and safety matter, in alignment with the guidelines set forth in the health and safety policy.
- Prevent work-related injuries from workplace hazards, and in the event of any workplace accident, incident, injury, or near misses, promptly report and participate in the investigation.
- Maintain and ensure the most recent version of the local job descriptions and internal visa power outlining staff roles, responsibilities, and authorities, and communicate any updates to the staff.
- Ensure the most recent versions of the DGF IMS Policy, DGF H&S Policy, and DGFF BCM Policy are included in the Master List, and promptly communicate any updates to the staff.
- Comply with Quality, Environmental, Occupational Health & Safety, and Business Continuity Management Systems procedures and regulations and participate in their programs.
- Responsible for leading and supporting the Department Representative / Station Representative in their Quality Supervisor’s and Health and Safety Representative’s tasks and duties.
- Appoint a temporary replacement in the absence of the Department Representative / Station Representative and inform all related stakeholders of it.
- Bachelor's degree in the relevant field, Master's degree is an advantage.
- Minimum 10 years of relevant work experience with 5 years at the management level.
- Proficiency in the English language, both in writing and speaking.
- Has adequate computer literacy and proficiency.
- Has all technical competencies and skills required for the position.
- Clean criminal record and adherence to ethical standards.
