Role Overview

This is a contract role for a Site Manager, located on-site in Surabaya. The Site Manager will be responsible for overseeing and managing day‑to‑day project activities to ensure timely, cost‑effective, and quality project delivery. Duties include supervising site operations, coordinating with contractors and team members, ensuring compliance with safety and quality standards, and resolving on‑site issues as they arise. Collaboration with architects, engineers, and other stakeholders will be integral to the role.

Responsibilities
  • Supervise site operations and coordinate with contractors.
  • Ensure compliance with safety, quality assurance, and environmental standards.
  • Resolve on‑site issues and maintain project schedule and budget.
  • Collaborate with architects, engineers, and other stakeholders.
  • Manage and coordinate construction site workers (e.g., masons, carpenters, welders).
  • Follow up on project progress to ensure adherence to construction drawings.
  • Record daily construction logs and report on site conditions.
  • Communicate with the project manager, materials handler, and designers.
  • Ensure site safety and enforce use of personal protective equipment (APD).
  • Control material usage to prevent waste.
  • Assist with additional construction tasks such as steel structure installation, glass and aluminum assembly.
  • Coordinate with quality control, design, health and safety teams in construction supervision of new civil works contracts (FIDIC Red Book).
  • Execute delegated authorities under the FIDIC Red Book civil works contract, review design documents, oversee construction, supervise laboratory testing, inspect quarry sites and construction methods, and ensure proper records for completion reports.
  • Lead health and safety management, drive continuous improvement, and support the project team.
Qualifications
  • Site Management, Construction Supervision, and Project Coordination skills.
  • Knowledge of Safety, Quality Assurance, and Compliance standards in construction.
  • Strong communication, problem‑solving, and team coordination abilities.
  • Proficiency in planning, scheduling, and time management.
  • Familiarity with on‑site tools, equipment, and construction methodologies.
  • Proficiency in using project management and technical software such as AutoCAD and MS Project.
  • Prior experience managing mid‑to‑large‑scale construction projects.
  • Bachelor's degree in Civil Engineering, Construction Management, or related field is preferred.
  • At least 3 years of project construction or site management experience.
  • Basic familiarity with construction drawings and processes.
  • Excellent leadership and communication skills.
  • Ability to adapt to project assignments and live in on‑site dormitories.
  • Proficiency in International English reading and writing (mandatory).
Candidate Specifications
  • Experience working internationally, outside Indonesia.
  • Education: University graduate in irrigation or civil engineering.
  • Significant years working experience in planning, design, and construction supervision of irrigation, dam, or other water resources development projects.
  • Experience in the supervision of FIDIC red or pink book contracts.
  • For Indonesian projects: at least 1 year experience as a professional engineer on an irrigation project in Indonesia.
  • Indonesian language technical meeting level.
  • Experience on projects funded by multilateral or bilateral donors.
  • Comfortable with agile working, flexibility, and trust‑based management.
Additional Information

Location: Surabaya, Indonesia.

Contract Type: Contract.

Work Pattern: Full Time.

Salary and Benefits: Transportation and food allowance, accommodation during assignment, contribution to BPJS Health and Employment Insurance, provision of uniforms and APD, additional performance bonus upon project completion.
