  • Plan and coordinate manpower demands of 10 operation departments based upon business plan and production schedule.
  • Develop and implement manpower allocation plans, and dynamically adjust personnel deployment.
  • Track employee attendance and working hours; monitor labor efficiency, overtime, and production output efficiency.
  • Prepare weekly/ monthly labor efficiency analysis reports and propose improvement recommendations.
  • Monitor monthly headcount achievements and resources filfullment status.
  • Analyze and provide early warnings on key labor cost indicators, and drive corrective improvement actions.
  • Lead expatriate staff recruitment and organizational relationship transfers.
  • Work with the HR team to drive the full-cycle local hiring process (requirements → interview → offer → onboarding).
  • Proficiently operate company HR systems (e.g., MHR / DingTalk Yida / HRIS), ensuring process accuracy and compliance.
  • Maintain manpower records, onboarding/ offboarding/ transfer workflows and approval documents to ensure data accuracy.
  • Align information and HR policies with operation teams and HQ-HR. Ensure issues and tasks are driven to closure, not just passed along.
