Background
Climate change is a growing global challenge, and its impacts are strongly felt by children in Indonesia—especially in urban areas like Jakarta. For those living in informal settlements, floods, pollution, and extreme weather are daily realities that disrupt learning, limit safe spaces, and threaten their overall well-being. Jakarta's rapid urbanization, land subsidence, poor drainage, and rising sea levels have made it one of the world's most climate-vulnerable cities, while traffic and industrial pollution continue to harm children's health.

The Opportunity
The MER Officer, role will be integral to the effective implementation and continuous improvement CERIA project. S/he is accountable for a range of critical responsibilities that directly contribute to the effectiveness, impact, and continuous improvement of project. S/he will be responsible for data collection and analysis, reporting, and quality assurance. Tasked with the day-to-day execution of monitoring and evaluation activities, primary responsibility is to ensure the timely collection, analysis, and reporting of data. By doing so, s/he contribute to the Plan Indonesia ability to measure impact, enhance program quality, and make informed decisions.
Key Responsibility :
1. Monitoring and Evaluation and Research
- Supports the development of Project M&E framework and Indicator Tracking Table (ITT), liaise and coordinate with Project Manager to ensure that Project M&E Framework, ITT and quarterly as well as annual plan are in place based on the Project Detailed Implementation Plan (DIP), provide support and mentoring as necessary to achieve this to Project Team.
- Leads the development of monitoring and evaluation plans as well as MER tools of the project, ensuring quality of baseline data and research result, availability of risks registry, monitoring activities and evaluability criteria as per project theory of change, gender transformative approach, CS5 and Plan International Area of Global Distinctiveness (AoGDs).
- Conducts and/or provides support to project monitoring activities as requested by Project Manager, including support to select consultants and provide mentoring to project staff and related partners.
- Works under the technical supports from MER Specialist to provide oversight to project research tools and analysis for M&E.
2. Quality Monitoring and Evaluation Reporting
- Collects and coordinate data collection required for timely submission of project quarterly report for CO and regular report to Prudence Foundation and Plan International Hongkong.
- Supports and provides inputs for the projects and humanitarian response's data collection and analysis for donor reporting.
- Ensures the utilization any IT-based platform for M&E is well developed and functional to generate timely report
3. Knowledge Management and Outreach
- Provides capacity building and mentoring for Project Staff on M&E, focusing on quality of data collection and tools to capture change to monitor/track programme and project impacts to reach project output, outcome and impact.
- Actively involves in Plan Indonesia exercise to strengthen MER tools, ensuring knowledge sharing and cascade of information to Project Staff on Plan International standards and guidelines on M&E.
- Participates in M&E related project events to present project as requested by Project Manager or to establish networks and learn from M&E community of practice.
- Ensuring accountability to project partners and beneficiaries through production dissemination of project learning documents
4. Support studies/researches within the Project
- Lead IEC materials development within the Project especially ensuring high quality data
- Support the data for SS national secretary, Education cluster, and other safe school networks
Requirements for The Role:
1. Experience and Knowledge
- Bachelor's degree in Statistics/Social Sciences/Data Science/Community Development/other relevant field
- At least 3 years of experience working on project M&E, with practical knowledge on Results-Based Management and Theory of Change
- Possess knowledge and skill in research methodology and data collection for project evaluation
- Good analytical skills, well informed about methods to capture change/results of project implementation
- Good interpersonal communication and facilitation skills for knowledge-sharing
- Possess good judgment in dealing with conflict
- Able to work both in a team and independently with minimum supervision
- Ability to work to tight deadlines, under pressure, and to multi-task
2. Skills
- Bachelor or Master in Statistics and/or Social Science
- Knowledge on IT-based/Management Information Systems for M&E
- Experience in M&E for development projects focusing on Youth Economic Empowerment and gender equality
