BACKGROUND INFORMATION
Lingkar Temu Kabupaten Lestari (LTKL) is an association of district governments to realize sustainable development. LTKL was formed by 8 district governments in July 2017. As of January 2023, LTKL has 9 member districts located in 6 Indonesian provinces that also work as a caucus of the Association of Regency Governments throughout Indonesia (APKASI). Currently, LTKL is also working side by side with 26 global, national & regional multi-stakeholder networks of partners who join voluntarily support LTKL achieving its common goals that was translated into LTKL Declaration of Sustainable District Vision that was announced formally in 2021. Under the declaration, the member districts are committed to working together with cross-sectoral parties to protect at least fifty percent (50%) of the total important ecosystems within the district's jurisdiction, through an approach that ensures at least 1 million families live within the district and/or around important ecosystems within the district can improve their welfare.
PURPOSE OF THE ROLE:
The Secretariat of LTKL is currently seeking a Learning and Impact - Program Coordinator. This role is responsible for monitoring, evaluating, supervising, and coordinating district project implementation related to the District Monitoring, Evaluation, and Learning (MEL) processes by collaborating with key LTKL partners. Additionally, this role involves supporting the daily reporting needs of the Learning and Impact unit. As this position includes supervisory responsibilities, experience in leading a team will be a valuable asset.
FOCUS TASK 6 MONTHS
- Grasp the context of LTKL and district self-assessment framework
This unit is newly established and will continue to grow, so you need to grasp the context well and be comfortable facing uncertainty. Meanwhile this district self-assessment framework is in the initial phase of its development, so we need to iterate the framework to keep it stay relevant and improve the richness of its value for our districts.
- Assess and develop district self-assessment tools and indicators
Evaluate previous District MEL processes, and developing the framework based on previous process learnings.
- Develop Local Multi-stakeholder Forum (MSF) Data Team
We aim to improve our District member' MEL processes and data governance, so we need to develop their local data team by collaborating with LTKL key partners, so we can promoting District self-reliance on their MEL processes and data governance.
RESPONSIBILITIES & DELIVERABLES:
Coordinate and supervise the implementation of District MEL programs
- Planning the Districts' MEL Program Implementation
- Developing District' MEL framework tools and indicators
- Monitor and assisting District' MEL processes
- Extracting data, insights and synthesize learnings from District MEL processes
Work closely with MSF' local data team and leading the process of MSF local data
- Lead the development of MSF' local data team
- Providing technical guidance related to District MEL processes
- Building MSF local data team self-reliance
- Local data team development program plan
- Local data team capacity building program report
- Learnings from local data team

TERM OF OFFER
Contract Period:
The contract shall cover the period of with possibility of continuous extension based on performance.
Reporting
:
The incumbent shall report on a regular basis to Learning & Impact Lead on a daily basis.
Duty Stations:
The incumbent shall be stationed in Jakarta, with regular travel to other stations as assigned by LTKL.
