Job Summary :

The Project Manager will be responsible for leading and managing strategic projects focused on digital innovation and transformation within the
public/government sector
. This role requires a combination of strong
Project Management
expertise, deep understanding of
Tech/Product
, and the ability to conduct comprehensive
Research
to ensure project implementations are effective, compliant with regulations, and deliver tangible impact to the public.

Key Responsibilities

Project Management & Delivery:

  • Plan, execute, and close projects (end-to-end), ensuring project success in alignment with the defined scope, budget, and timeline.
  • Lead, motivate, and manage cross-functional project teams and guide them to achieve project milestones.
  • Apply appropriate project management methodologies (e.g.,
    Agile/Scrum
    ) and ensure complete and structured project documentation.
  • Create and present clear status reports, risks, and issues to high-level stakeholders (senior management and government partners).

Strategic research & Analysis

  • Lead in-depth research activities to inform the strategy and design of digital products in the public sector.
  • Conduct
    Desk Research
    and
    Benchmarking
    against global and local best practices in governance and digital public services.
  • Perform
    Stakeholder Analysis
    and
    Situational Mapping
    to understand the complexities of the government ecosystem and user challenges.
  • Map and analyze relevant regulations (
    Regulatory Mapping
    ) to ensure project compliance and implementation feasibility.
  • Translate research findings into clear, actionable recommendations for both the technical and product teams.

Product & Technical Expert

  • Act as the bridge between user/government needs and the capabilities of the technical team.
  • Ensure developed digital solutions are technically
    feasible
    and
    viable
    (sustainable) within the government environment.

Requirement:

  • Project Management:
    Proven 5 years experience managing the full project lifecycle.
  • Gov/Public Sector:
    Mandatory experience working on projects with government or public sector entities.
  • Strong preference
    for
    ex-GovTech
    personnel or candidates who served as
    Technical Experts/Advisors
    to the government.
  • Familiarity with the digital product development lifecycle (SDLC) and/or prior experience in
    Product Management
    .
  • Ability to lead comprehensive strategic analysis, including: Desk Research & Benchmarking.
  • Stakeholder Analysis & Situational Mapping.
  • Strong ability to lead, motivate, and manage cross-functional teams.
  • Exceptional skills for engaging and negotiating with high-level government stakeholders.
